Guernsey could trial driverless cars

Efforts are under way to make Guernsey one of the first places in the world to introduce driverless cars.

Google has been developing and testing the technology and put the vehicles on show earlier this week.

A group of island business people and legal experts say they have held talks with the internet giant to see if the vehicles could work in Guernsey.

At the same time, that group is also drafting driverless car legislation, in attempt to change the way local laws are created in the future.

They are working on a new system of legislating, called 'crowd law' which could allow anyone in the community to develop or contribute to new legislation, speeding up the process of introducing new laws.




Financier Martyn Dorey is part of the group working on 'crowd law' and says: "It would need to work in conjunction with the States and their law officers, but hopes it will mean 'people come together as a community, they develop the law and then it goes to the members of the States of Deliberation to vote on, we've got the whole thing working in parallel, we've got no bottlenecks. If you've got a particular law you want to work on, you work on it, you get together with a group of people over a couple of pints or maybe you work online."

But with driverless car legislation acting as the initial law to show 'crowd law' can work, it has raised questions as to whether Guernsey is ready for automated vehicles.

Karl Marshall, President of the Guernsey Kart & Motor Club says: "The island's road lay-out, with narrow lanes and filters, could prove difficult for the technology to deal with, and he says."

Residents of a small central California city are asking for a response from officials after the local police department has been attributed with fatally shooting two suspects in a span of just 11 days this month.
The Tuesday afternoon shooting death of man alleged to have attempted to burglarize a Salinas, CA home and then expose himself to the person inside marks the second time this month — and third time this year — that officers there have come under fire for what some are calling excessive force.
A local newspaper, the Monterey Herald, reported on Wednesday that Salinas residents were responding angrily to the previous day’s incident in light of video footage published online showing local law enforcement officials firing the fatal shots at the man from point-blank range. The victim was not immediately identified by police.
According to the Herald, cops were alerted of an attempted break-in on Tuesday afternoon after a female caller told 911 that a man was not just trying to enter her home, but was trying to kill her dog and had exposed himself.
When police arrived and found the man on an adjacent street carrying a pair of gardening shears, the incident quickly escalated. The Herald quoted Salinas police Cmdr. Vince Maiorana as saying that the man was initially unresponsive when police tried to approach him about the alleged attempted break-in, then began to act strangely.
“Officers end up talking to this individual, trying to find out what he’s doing and what the situation was based upon the original 911 call,” Maiorana said. “This individual started to wave the gardening shears at the officers. We tried to deploy a Taser; the Taser did not work and as the officers tried to detain this individual, this individual pulled the gardening shears and actually attacked the officers with the gardening shears.
“In response, the officers, fearing for their personal safety, shot this individual and he is now deceased.”
Cell phone video footage obtained by the paper shows that two officers with guns drawn and only a few feet away from the man fired four or five shots in broad daylight on Tuesday in a commercial part of Salinas, a town of roughly 154,000.

“There’s some split-second decisions that have to be made by the officer,” Maiorana told the Herald. “When the officer commanded this individual to drop the shears and to get down on the ground, this individual actually attacked the officer with the gardening shears.”
According to the paper, though, witnesses — including the 19-year-old college student who captured the video footage of the shooting — disagree. The source of the Herald clip, Yoanna Prieto, said the man appeared to be backing away from police the entire time she was filming.
The Salinas Police Department is likely to have a harder time than ever justifying Tuesday’s shooting, though, in the wake of an all-too similar incident that unfolded a week-and-a-half earlier.
On May 9, two Salinas cops fatally shot 26-year-old lettuce farmer Osman Hernandez outside of a grocery store only one mile away from the scene of this week’s tragedy after he reportedly was chasing shoppers with a knife. Reports have since suggested Hernandez was drinking heavily at a nearby bar for two hours before the incident.
According to the man’s family, at least one of the shots fired by law enforcement after the police arrived hit Hernandez in the head while he was lying on the ground.
“They killed Osman like a dog as he lay on the ground. Why are we to trust them investigating themselves? Why does it take so many bullets to the head to subdue a man who is already lying on the ground? Osman’s life had value. We want the truth,” a spokesperson for the man’s family told reporters earlier this month.
KSBW added that the one eyewitness told the network that Hernandez was on the ground and stunned from the Taser when police fired no fewer than four shots. .
Christopher Dolan, a noted civil right attorney, told KSBW that the killing of his client “appears to be an excessive use of force resulting in a senseless killing.”
“This is what is commonly referred to as a homicide,” Dolan said. “The police state that they killed Mr. Hernandez for having a knife, not for actually threatening them with harm. Mr. Hernandez didn’t even have a weapon in his hand when he was gunned down.The police, given the ultimate power by us, the citizens, owe each of us a duty to use only the minimum amount of force necessary. Officers are trained how to disarm a suspect and it’s not by shooting them in the head over and over! This family deserves real answers so we will have private investigators speak with the witnesses, have Osman’s body transferred to a private pathologist for analysis of the bullet trajectories, gunshot residue, and we will retain nationally renowned use of force experts to analyze the officers’ conduct. It’s in times like these when the police have killed someone that we need to be most vigilant as to protect ourselves from those entrusted to protect us.”
Law enforcement up and down the West Coast have come under attack in recent years for a string of office-involved shootings and other acts of violence believed by some to demonstrate a trend towards using unnecessary force, but the comparably calm city of Salinas has endured three fatal police shootings alone so far in 2014.
“I understand there’s a lot of emotions and a lot of legitimate concerns,” Police Chief Kelly McMillin said during a City Council meeting on Tuesday with regards to that afternoon’s shooting. “We’re working hard to gather the facts, and when we have the facts, we will present them.”
In late March, a man was shot to death by Salinas police officers after the cops responded to a report of a suspicious person who reportedly brandished a handgun when approached by law enforcement.

The Deputy Bishop of London has claimed Jersey was "in the grip of freemasonry" and that there was a "conspiracy of silence" on the island.
The Right Reverend Peter Broadbent, Bishop of Willesden, also said there was not much nice or defensible" about Jersey politics or society.
He has since removed his comments, made on a church politics blog run by Peter Ould, an Anglican priest.
Tim Nash of St Paul's in St Helier said the bishop's comments had been unfair.
'Having a pop'
The bishop also claimed Jersey's culture was difficult to change and that those that spoke out were silenced.
Bishop Broadbent said his comments were seen as "unhelpful"

Mr Nash said: "If someone really has concerns about Jersey as a society or a political entity then they are far more likely to help us by being our friend than by simply having a pop at us.
"To simply write off a whole society as one homogenous lump is stupid, unwise and ignorant. Jersey is a diverse place, despite its size.
"The thing that troubled me most is the person who made those comments had no connection to Jersey.
"It was very much beneath his office."
The bishop told the BBC his comments were being seen as unhelpful.
In 2010 he apologised for "deeply offensive" comments on Facebook about Prince William's engagement to Kate Middleton.
He said the marriage would last about seven years.

The Law Society and their servants never cease to amaze me when churning out this type of dross in their vain attempts to portray to the people that justice actually exists on this island. Who has ever had any justice on this island?

Readers might like to bear in mind that a lawyers first duty is "to the Court" and not to the client. Now if that doesn't make you feel a little uneasy then you probably deserve to be represented by a lawyer. I estimate that 99% of lawyers are nothing more than thieves and cheats who use their private club member status to swindle and cheat the people whist committing crime after crime themselves.


One case I dealt with found a man charged £6,000 by the lawyers firm for a charge of breach of the peace, a charge which warranted nothing more than a £100 fine tops, even if he was found guilty. This same man asked his lawyer if a conviction for breach of the peace would restrict his right to travel? After a few days the law firm got back to him saying that it did not restrict his right to travel yet they charged him over a £120 for their time and research in answering this question. The man asked me the exact same question and I responded immediately by saying "no" you have an inalienable right to travel. Are they telling me the lawyer didn't know he had an inalienable right to travel?

This is the level of theft that these parasites will stoop to when confronted with a victim who is none to bright or who does not understand the game being played.

This statement is absolute nonsense as the court system was never designed to be on our side but put in place to steal from the people. Unless a common law offence has been committed, these courts are not actually courts but simply administrative tribunals dealing with banking and merchant disputes, once the balance is settled the case is closed.

Ask any Magistrate who is dealing with statutory offences, whether or not they are operating under their Oath of Office at that time, they won't even answer your question. That small fact alone should indicate to you that they are committing fraud and treason against the people.

It is also worth noting that anyone complaining against a magistrate, judge, law officer or a lawyer has absolutely no recourse through the complaints process, a fact that I have proved on this blog time and time again. They will simply cover up for their own club members and the good reputation of Jersey.

The worst examples are complaint against lawyers made to the Law Society wherein the Law Society strings the complaint out for years, finds in favour of the lawyer, then refuses to provide the complainant with the evidence they used to dismiss the complaint against the lawyer!

Complaints against judges and magistrates are simply ignored.

The Greffe of the Royal Court and Magistrates Court actually doctor peoples trial recordings to hide the criminality of judges, prosecutors, and perjurious police officers, so don't delude yourselves by thinking that justice is coming your way any time soon!

Jersey accused in row over 'sale of war zone blood-gold'
Investigators allege a Jersey company was involved in selling gold it claims was sourced from a group connected to militia in the Democratic Republic of Congo (DRC)

Jersey financial regulators and the police have been accused of failing to act against a firm allegedly involved in moving gold sourced from a war zone.
Swiss company, Hussar Ltd, is nominally owned by a Jersey trust company.
It is the subject of an inquiry by Swiss authorities over claims it procured gold from the DR Congo linked to rebel militia, so-called blood-gold.
The Jersey Financial Services Commission said Hussar was not a regulated financial company.
The allegations that employees of Hussar Limited supplied the metal to Switzerland-based gold refiner Argor-Heraeus SA in the period 2004-5, are being investigated by Swiss regulators.
'Compelling' evidence
Argo-Heraeus has previously issued statements strongly refuting the claims.
The Conflict Awareness Project (CAP), founded by former UN investigator Kathi Austen, claims it has submitted "forensic and compelling" evidence to the Jersey authorities but has received no response.
Ms Austin, executive director of the CAP, said she had personally visited Jersey to raise the issue with the authorities.
"I visited Jersey, I met with the police department, the Financial Crimes Unit, I also met with the Financial Services Commission, making the complaint, bringing forward the same evidence the Swiss considered so egregious that they opened up their federal criminal case," said Ms Austin.
"For now we haven't had any word."
The allegations centre on claims that Hussar procured gold from middlemen connected to rebel militia in the Democratic Republic of Congo.
She is frustrated at what she says is a lack of progress and fears the authorities have been slow to act out of fear for the island's reputation.
"For some reason the Jersey, Channel Islands authorities do not seem to be moving quickly on this case," said Ms Austin, who has investigated arms trafficking for the UN, under former Secretary-General Kofi Annan.
'Move forward'
Hussar Limited is nominally owned by Jersey trust company Osiris Trustees Limited, but when contacted by the BBC it declined to comment.
The Attorney General for Jersey and the Financial Crimes Unit have not yet responded to BBC requests for a response to the CAP allegations.
Prime Minister David Cameron recently called for more transparency in financial markets in Crown Dependencies such as Jersey.
Ms Austin said Jersey's recent decision to recognise the International Criminal Court (ICC) could help move the case forward.
Although Jersey has voted to recognise the ICC, this was not necessary for the island's regulators to act, she said.
"The case I have brought forward to the Jersey authorities, they can prosecute that regardless of the new decision, but I think the new decision creates the momentum to move forward, and quickly," said Ms Austin.
The issue of precious metals and minerals sourced from war zones and used to finance armed conflict was highlighted by the UN when a 1998 Security Council resolution banned the purchase of conflict diamonds, or so-called blood diamonds, from Angola.

But from Monday, Jersey's celebrated Celtic coin hoard will go on show for the first time as conservators begin a three-year project to unpick, clean and count the items in the historic cache.
The hoard, discovered by metal detectorists Reg Mead and Richard Miles two years ago, is the centre-piece of a new exhibition fromJersey Heritage, which examines the Island's place among the warring Celtic and Roman empires of 2,000 years ago.
It is the world's largest Celtic coin hoard and is estimated to contain some 70,000 silver alloy coins, as well as jewellery.
The exhibition at the Jersey Museum opens on Monday and also contains a range of significant objects from the Gallo-Roman world, including national treasures from France and artefacts from Guernsey.

French yacht stranded in St Helier harbour



The visiting French vessel was stranded attempting to leave the harbour at low-tide
A French yacht was stranded at low-tide in St Helier harbour earlier on Monday.
The visiting vessel, called Little Big Boat, was attempting to pass through the harbour gate when it became stuck.
Access and departure at that part of the harbour are only possible at high tide and there are prominent warnings displayed by the gate.
A spokesperson from the Ports of Jersey said engineers have checked the marina gates and no damage has been reported.

About 700 bikers gathered in Jersey on Sunday
Record numbers of bikers gathered for Jersey's annual Big Rideout charity event on Sunday.
Organisers estimate 700 bikers joined the ride, which raises money for the Jersey-based charity Holiday's for Heroes.
It offers week-long holidays to the island for injured UK servicemen.
Lee Butler, of the Greenman Motorcycle Club, organised the ride from St Catherine's to St Ouen.
"It's a great little charity," he said.
"When the guys come over for their holidays, we take them out on the bikes and this is just an extension of that."

"We believe it's a record number of more than 700 participants so it's a major fundraiser," said Mr Woodhouse.

"We estimate they've raised more than £10,000 over the past four years and that is crucial."

Alleged abuse victim 'still psychologically punished'



The woman at the centre of long-running church abuse allegations has claimed she's still being psychologically punished.

She is known as ‘HG’ and has written a public letter to the Bishop of Winchester, the Right Reverend Tim Dakin, claiming a report published last year and subsequent press statements are continuing to cause her huge damage. 


The report looked into the way abuse allegations are dealt with by Jersey's church. 


The Dean of Jersey was originally suspended from office when details emerged of the way he handled an allegation of abuse involving a parishioner.


Last week, the Bishop of Winchester formally informed Jersey's Lieutenant Governor that he will not be taking any disciplinary action against the Dean.
